Local governments still learning how to preserve electronic records

Sangamon County isn’t alone in struggling to keep up with advances in
electronic record-keeping.

But electronic records have grown in importance, says Illinois state
archivist Dave Jones.

“An email is the same as a letter in terms of record-keeping,” Jones said.

The retention of electronic records is at the core of a legal dispute
between the estate of A. Paul Carlock, an accused child molester who was
awaiting trial on federal charges when he died on Nov. 16, 2007 after a
struggle with Sangamon County jailers, and Sheriff Neil Williamson and
several jail officials.
