Vladimir,
Your dilemma in dealing with legacy tapes is probably not uncommon and the problem complexity is compounded if the information is on backup tapes instead of archive tapes.  Often the indexing information available on legacy tapes is not sufficient to allow determination of retention or litigation hold requirements.
