The International Council on Archives is an international organisation of archival institutions. It has similar interests in records management / record keeping as what a national archival institution would - to promote better records, is to support future archives and accountability.
The ICA and its member intsitutions share resources to build awareness and develop guidance for better records - such as standards (eg the functional requirements for software, recently discussed on this list when they went through the ISO process); toolkits; advocacy materials... etc
Some of the materials that have been produced to help improve the state of government records in developing countries, may be of particular interest to any small organisation (public or private sector) - where there is limited skill or resource for building records management solutions.
For example:

It is also a hub of international discussion, knowledge/resource sharing - for those who feel like all the action and consultation is taking place "somewhere else", it's a great way to get involved, contribute and keep up-todate on world developments.
Hope this helps,
Sonya
