They are also looking at sampling rather than verifying every image (my
recommendation is to verify every image). Any thoughts on sampling?

Chris,

That's a very open question. There are several things that need to be
considered:
1. What type of documents are they ? Documents that may need to stand up in
court ? or archives to be kept for historical reference ?
2. What is the downside if a document gets through that is not readable ?
3. What is the value of the accuracy vs. the cost of verifying every image ?
4. Are you doing OCR so that full text searches can be performed ?
5. Quality of the originals. Are they pristine, computer printouts which
will scan very well. Are they old documents in bad shape that may not make
it through the scanner properly ?
6. Does your timeline allow for every document to be verified ?

Most of the imaging projects I've done have included total verification, as
most were scanning forms where data was collected after OCR/ICR was
performed and the data was stored in a database while the documents were
available for full text searches. This makes the verification step very
important. (Birth and Death Certificates, Traffic Citations and related
paperwork for court, Immunization Consent Forms - are a few of the imaging
projects I've done - so you can see why the verification step is very
important for these types of documents.

Whereas if you're imaging typed Meeting Minutes or other such documents so
you can destroy the paper and save file space, sampling would probably serve
you well.
