If this requirement is from IT, then the attached article may assist you.  It is from www.cio.com, a good resource of information for addressing IT retention conflicts.

As John states, a legal requirement does not exist.  However, you should have backup tapes defined in your retention policy and stick to the policy.  My only experience in keeping backup tapes for a period longer than for disaster recovery is because the specific tapes may contain information that is no longer available in any other medium and were unintentionally destroyed before the full retention period was exhausted.  In this case, the AP records were moved from one system to another and IT could not validate if 100% of the information was transferred.  In this case, the tapes should be kept in compliance with the retention schedule for AP documents.

Typical IT requirement is to perform a full backup every 30 days and incremental backups on a daily basis.  The backup tapes should only be retained for a period required to restore the data to the state prior to the loss of information.

There is certainly no such legal requirement.  With respect to best practice, I think it fair to say that good practice has coalesced around the concept that backup tapes are short-term disaster recovery/biz continuity tools, and are unsuitable for long-term archiving.  Long-term archival storage is a different process involving segregation and separate management of the archived data, as compared with the co-mingled state of most-backup data sets.
