We had a 'discussion' about this with the Federal Agency that we work under
contract to who was in the early stages of developing a schedule for ARRA
records to submit to NARA for approval.
I asked why, and what makes these records any different than those already
identified in the GRS or Agency Administrative or Programmatic schedules?
Essentially, the only difference was the source of the funding, and other
than a potential for audits to evaluate the appropriateness of the
expenditures. As long as you can produce expenditure and budget reports
along with supporting documents, there is no legitimate reason to file or
schedule the documents and records any differently.
The Agency discontinued work on the draft schedule, and instead added a
limited number of 'alpha sub-series' to existing record series for some very
specific funding documents and reports, but these are all at the Agency
level, not in the Contractors files.
