Not necessarily.

A "born-digital" CAD file converted directly from the CAD system to PDF/E is NOT a raster image; it's a VECTOR image (in character code), and some at least of the "interactive features" are available.

OTOH, if the CAD file consists of a raster image of a drawing, or contains raster images of drawings in addition to the vector data sets, then those images, when converted to PDF/E, will be converted as raster images.

The Portable Document Format (PDF) is essentially a "wrapper" or container for content which may consist of any combination of character code, raster images, vector images, and even audio and video recordings.
