- take as example 45 sec speech of candidates during the elections,
 
- check who   from the top politicians started their career in the fiields related to RIM - file clerk in the court, Microfilming projects, research in archives
- take a look for for current Archivist's speeches

There might be some clues in the history of NARA (as the National Archives was a product of the early 30s.)  http://www.archives.gov/about/history/

There may also be clues in the history of ARMA and its ansectoral beginings.
