I'm not surprise if these people don't allow records let go, only because other groups in the organization relay on these people and simply don't do their own job.
I have the situation when Accounting does not allow to "destroy" records according to Retention bylaw because departments don't keep their documentation properly and prefer to call accounting.
Another situation is that business processes have been constantly changed but departments don't update RIM accordingly and simply put their "Veto".
It's the problem every time - changes in orgcharts and in the business processes.
