I would recommend a third option:

Run a script that deletes all files that have not been modified or declare at 2-years.  This period should be adjusted to meet the business requirement though should not be less than 6 months or more than 2-years.  It is also extremely important to test the script in a development and production environment.  It should be stated in the policy that these records are considered abandoned.

Consideration should be given to documents created by C-Level management (in government this would be compared to elected or appointed officials).  All document version, even drafts, should be declared as records.  This recommendation is based on the decision making authority of these roles.
