Having had some experience in the code-monkey world, excellent comments 
accompanying code is a rarity, and not commonplace.  Most often it is due to 
the fact that promises were made, and now a dozen new features are required 
in the software by Monday morning.  Ironically, it becomes an employment-
security feature; it takes two programmers to figure out one programmer's 
uncommented code, and sometimes more.
