In addition to the excellent comments, suggestions, and advice offered so far, I strongly recommend that the quality control procedures be based on ANSI/AIIM MS 44 "Recommended Practice for Quality Control of Image Scanners" and do NOT leave out the "match proof print" procedure, which can reveal faults not visible by screen inspection.
The sampling rates should be taken from ANSI/AIIM TR 34 "Sampling Procedures for Inspection by Attributes of Images in Electronic Image Management (EIM) and Micrographics Systems".
Both are available, at moderate cost, from the American National Standards Institute web site (http://webstore.ansi.org) or Techstreet (http://www.techstreet.com/).
Anyone who thinks anything can be scanned at low resolution should investigate the functional requirements of the Advanced Papyrological Information System (APIS) at the URL http://www.columbia.edu/cu/lweb/projects/digital/apis/imaging_guidelines_2006Jan.pdf. APIS is a collections-based repository hosting information about and images of papyrological materials (e.g. papyri, ostraca, wood tablets, etc) located in collections around the world.
