Perfection may not be possible when humans are operative (think: file
clerks).
When doing a gap analysis, I always ask, "What is your acceptable level
of risk?" Then, after measuring the existing RIM program, we know what
the Delta between the actual state and the desired state.
Even when possible, perfection may not be cost-effective. As Records
Managers, we distinguish between vital records and less critical
records. The latter may receive less than perfect management because
reaching for perfection may not be cost/effective.
Having said that, for me, my health records are vital records, and I
suspect the same goes for everyone. Transaction records for minor
purchases are not.
