I should probably explain that Saint-Gobain has a records policy and that we are aware of ISO standards concerning records management.
Lab notebooks are not on the list of items to be put into electronic format.

I am looking for software for minor company documents; documents which will be scrutinized before any action is taken.

I know Eloquent Systems, ESI Imaging and Ark Works but have to complete additional research.

R&D committees may be well suited to determining relevance of documents to
their needs, but are they aware of retention requirements set by regulating
agencies or clients of your research and products? Also, do they know if
there are requirements in any of these cases for research notebooks to
possibly be retained in original form or that may disallow the
conversion/capture of content electronically?

Also I see the firm is involved in developing products deployed in hydro
cracking and fracking, a couple of areas that are under severe scrutiny and
potential litigation presently. Has anyone spoken to legal counsel to
determine if there is ANY POTENTIAL for any of these documents to be
involved in a lawsuit, which would mean any conversion, destruction
(purging) or alteration should be discontinued until there is no
possibility of a lawsuit involving your firm's role in the processes??

(It would DEFINITELY be in your organizations best interests, especially
now that someone has publicly stated '...documents are in the process of
being purged."
