How is this any different than declaring that my 'Office of Record' for Payroll records is Accounting when I am fully aware that the office keeps non records too?   Shouldn't I focus on framing up retention and disposition rules around ESI (records or non-records) to ensure our information systems are not flooded with unessential and unnecessary information, instead of saying it's a wall we can't climb?   

You do pose a good question and it reminds me that whatever 'system' houses our records must include or provide the means to declare, protect, provide a record of activity, allow destruction or prevent destruction when required.   I know it's not always that simple but it's a good place to start.
