County refuses to provide digital email records - News - Citizens' Voice

Luzerne County will not provide electronic copies of emails in response to
open-records requests and will charge 25 cents per page for paper copies of
all requested emails, according to a new policy.

Melissa Melewsky, legal counsel for the Pennsylvania Newspaper Association,
said she doesn't think the new policy is legal under the state
Right-to-Know Law. The county must provide electronic copies of requested
emails unless they contain redactions and can't charge for inspecting
records unless records with redactions are printed, Melewsky said.
