I agree with Alex and Robert.  Remnin University of China in Beijing and
Wuhan University in the  Hubei Province produce excellent records managers
who are mostly bilingual.  Why don't you contact the professors in the
programs to ask for help both in writing the text of  your ad and in the
identification of potential candidates?  If you need names and e-mails
