And a very important thing to remember is that office365 is a platform on which you need to configure, develop, etc., all the bells and whistles you need in order to have a robust RM solution. Very expensive proposition....

Josh,
While functionality is important, may I suggest that you include governance issues in your assessments? There are many, but some to consider include:
-- Application and release of holds
-- Notification commitments for security breaches
-- Security against industrial (or governemental) espionage
-- Commitment to obliterate records (and all metadata) from servers after the records are returned to the owner
And the list goes on and on.
I guess the point is to consider risks of all kinds, as well as functions and economics.
