Earl, I'm a big believer in records destruction documentation. In fact, for local
government agencies in Washington, the destruction documentation itself is a
permanent retention public record. Some volume of records disposed of
internally at an office work site are secondary copies, or transitory minimum
retention records (destroyed when no longer needed) and the office shred bins
are good for those items, although an official policy and employee training
regarding such disposal are still an excellent ideas. I would want to process
larger sets of files, such as the obsolete HR records you mentioned, with a
signed records destruction authorization form, and a signed certificate of
destruction from a shredding vendor. The vendor would certainly be happy to
bring their on-site destruction truck to your office.
