Here is something that I though illustrated the problem of applying retention rules to a world full of electronic information that is partially but not fully integrated

The story is pretty simple. A traveler who is a US citizen reports that when he recently attempted to reenter the US he was stopped by immigration agents who asked him to explain his arrest from 43 years ago for possession of an illegal drug that some refer to as pot.  This individual indicated that yes he had been arrested but he was acquitted - so he actually hadn't been convicted of anything.  The agents held him while they checked and then allowed him to go on his way and enter the US.  They advised him that if he didn't want to have to go through this again he needed to get his record expunged.  He went back to the arresting authority who told him that they did not have any records going back that far so that there were no records to be purged.

This strikes me as illustrative of the challenges that records managers face in a highly distributed world where different key players maintain access for different purposes.  And even if there are agreements mandating compliance with a retention policy such controls are challenging to monitor and enforce.
