Beginning at Level 3 many of the activities in ARMA's
<http://www.arma.org/docs/bookstore/theprinciplesmaturitymodel.pdf> IGMM are
measurable outcomes. For example, Level 3 is when goals are created for each
Principle. Those goals are part of the broader activity of creating a
"broader-based information governance program" and determining what and how
to measure success and fix problems. For example, that transparency is taken
seriously within an organization is a requirement for success and can be
measured by another Level 3 measure: most requests for information, for
whatever reason, can be responded to adequately.
