I'm not sure I understand what you're asking. But if your aim is to 
delineate the responsibilities of both parties, possibly you could create 
a kind of responsibilities matrix. List out the individual tasks involved 
in the "project" of creating a file plan. Then for each task assign the 
responsibility to either the records manager or the SME. Go over the 
matrix with the SME until you have something you both agree on. Use the 
finished product as a template for subsequent projects of working with 
SME's on file plans.
