As a starting point, you might want to review this document.  It's an
excerpt from the AIA Guide "The Architect's Handbook of Professional
Practice", 14th Edition and is directly related to establishing a Retention
Policy.

As with anything of this type, YMMV... so be sure to run any potential
retention periods by legal counsel or risk management to determine if the
proposed periods suit the needs of your specific organization.

Also keep in mind "Permanent" is a VERY long time, so someone has to be
willing to budget for the care and feeding of assets retained permanently
(in ANY format) to ensure appropriate protection and persistent
accessibility.
