Glen,

We consider it a best practice to implement pre-approval for destruction
in accordance with your retention schedule.  A final review by RIM and/or
Legal to ensure that anything subject to a HOLD is appropriately exempted
from destruction should be all that's needed.  Going back to record owners
(if they can be identified and located, and if they respond) is a
bottleneck that make systematic disposition almost impossible to achieve.
