In today's Washington Post...

While automation has been transforming the federal workforce for two
generations, that change has now accelerated because of budget cuts, with
the government under pressure to keep only the clerical staff it needs.
Those who remain have often had to revamp the role they play in this
new-look workforce.<snip>
Back in the days when I served in the Army I had admin assistants who
maintained our files. The recordkeeping was structured and they could find
files at a moments notice. Today we have managers and other professionals
maintaining the records. With little understanding of recordkeeping
principles, they tend to create and name folders and files with little or
no consideration of how others will find them. Automation is great but has
made our jobs much more challenging.
