When I was a corporate records manager and had such a contract, I did have a
master key for all the bins in my local buildings.  Legal did not object,
but then again I don't think they asked.  On the other hand I believe I let
all of the appropriate people in each business unit know we had a key in
case of a need so the news would have filtered up to the CG.
