Hi Meg,
You have received very good responses from experienced people and I agree
with their conclusions.  In summary, the point is not to confuse business
owners with custodians.  This was always true in the "paper" world and
continues with all formats and media.  There are many records storage
facilities and/or hosting services but they are just that - custodial
services.  Custodial services are not generally identified in a Records
Retention Schedule -  not that is wrong to do so but it creates more
changes and updates than necessary.  The storage location of records is
generally identified in an inventory or data map.
