Sure, there can be value in digitizing your paper source materials, but you
need to spend some time understanding WHAT the materials represent and the
use pattern around them.

In some cases, the benefits simply don't outweigh the cost and effort.  If
the access is limited and the retention is lengthy, your records are stored
in an appropriately protected environment, and you have an adequate index
that allows you to locate information when needed.... then many times it's
cheaper to retain it in paper form.

IF YOU NEED random and regular access to the information, especially by
multiple parties or by parties in multiple locations, then there's not much
question there are benefits.  But even in these cases, if the retention
period for the information is short... there may be other options that are
less expensive and still provide necessary access to the information.

Suffice to say, there are few situations where any individual or
organization will "perish" from failure to digitize. =)
