This story was about a County Jail, so these numbers aren't directly
comparable, but this will give you a peek into the fact that irrespective
of WHY the inmates are there, "incarceration" is a big business for
many/moist states....

Cost per inmate isn't all to look at- look at the $ paid to employees
(which I don't believe includes indirect costs, such as vacation/holiday
pay, benefits and retirement, and also the staff to manage these facilities.

Yeah, I think they "care"... not as much as they should when I hear stories
told by people on the inside... the quality of care doesn't seem to equate
to the cost per inmate numbers reported here.  Conditions are miserable-
overcrowding, food, lack of medical care, etc, etc... and no, they
shouldn't be 5 or 3 star hotels, but the conditions should be tolerable.
Inmates shouldn't come out in worse condition then they go in...
