In my opinion, there is no empirical answer to your question.  At least 
in the business world, form follows function.  Therefore, if you find a 
study, it may report common practice, but that does not answer the 
"should" question.  "Should" implies moving toward the goal of optimum 
function, and that varies by industry and company.

In a low-risk, barely regulated business, RIM might report to 
Operations.  In a highly regulated business, RIM might report to Compliance.

In the immortal words of ListServ luminaries, "It depends."
