Where RIM SHOULD report is a matter of opinion, as you've seen by the responses to your inquiry. I'm not aware of any studies or articles that address the subject, but ARMA, AIIM, Cohasset Associates and Iron Mountain all do or have done state-of-the-industry type surveys and reports. They often ask about reporting structure, so you can get data on where RIM DOES report, and maybe build on that.
