Not sure I understand the issue. Given the volume of email so many people
get, and given the likelihood that the higher you are in the organization,
the more you get, if just because of CCs and reply to alls, I think this is
quite defensible. No, it's probably not records management in the strictest
sense because of the likelihood that non-records will be captured. But we
have known for decades that when it comes to discovery, and in many ways
when it comes to FOIA, it doesn't matter whether something is a "record",
it matters whether a) you have it and b) it's responsive.

I will review the rest of the resources linked from that blog post, and I
may change my mind based on the details. But at least conceptually I think
Capstone is a reasonable solution for email - and probably for other
high-volume and even more granular types of content like instance
messaging, text messaging, collaborative content, and social media. I know
a number of Fortune 100 enterprises that have taken a very similar approach
and I have to assume that both NARA and they have carefully considered the
issues and ramifications of them. Lots of legal people have reviewed this
approach and at least for myself I'm not prepared to second-guess them.
