The issue is, when Capstone was rolled out, it was clearly identified as
being applicable to SPECIFIC email accounts; those of Senior Officials
whose email (when it met the definition of a record) was to be retained
Permanently.

When adopting the Capstone approach, agencies must identify those email
accounts most likely to contain records that should be preserved as
permanent. Agencies will determine Capstone accounts based on their
business needs.  They should identify the accounts of individuals who, by
virtue of their work, office, or position, are likely to create or receive
permanently valuable Federal records

If it ONLY applies to these types of accounts and content, why are they now
saying "All Agencies should look to implement it" and making it sound as if
it should be used for essentially ALL email?

Capstone is overkill for most Federal email content.
