All agencies should look to implement Capstone for those accounts and
content where it is warranted. I don't see that as an issue. With respect
to it being overkill, I'd argue that Capstone is actually less burdensome.
Once the accounts are selected and the technical approach is put in place,
all that is required is periodic review of the accounts to ensure the right
ones remain the right ones and to ensure that what is supposedly being
archived actually is. I believe that this is much less burdensome on an
agency than getting all users to manage their own email appropriately and
effectively.

I also didn't get the same impression as you did ("essentially ALL email")
from reviewing the Managers' and Legal briefings on Capstone this morning -
in fact in the legal one the lawyer stressed both that Capstone is optional
and that not all accounts should be managed that way. She also noted that
for some agencies the simple binary permanent/temporary (7 years) might not
work so they could implement it in a way that some accounts/email could be
retained longer or shorter periods, and, importantly, to consult with RM,
IT, legal, etc.

I have not gone through the Technical Perspective video yet as it is 75
minutes but I doubt it will be materially different.
