not necessarily. Several key factors come to play (and many apply to other
3rd party vendors you may use)
1. was a background investigation done prior to hiring? are periodic
re-investigations done
2. do you audit your 3rd party vendors?
3. does the vendor continually analyse their process and seek to improve
them?
4. do you observe/monitor the vendor's process?

If i were contracting with this vendor I would want to have a sit down
meeting with the sales rep and someone from their HQ, and have them walk me
through what happened, was it preventable and what are they doing to
prevent this from happening in the future. We can't expect them to stop all
breaches, but we can expect them to implement  policies and procedures that
reduce the possibility of a breach.

this discussion is not that dissimilar to the discussions that took place
here on the list when a certain vendor experienced problems with lost
records.
