Sort of reminds me of the law Congress passed years ago mandating low flush
toilets.  At first they were terrible and required more than one flush.
Took many years for manufactures to develop models that were more
efficient.

I remember reading a couple of years ago that the installation of the low
flush were saving cities water but a new problem started popping up - the
reduction in water volume caused sludge to clog up the sewer system; San
Fransisco comes to mind.  Not sure if they found an acceptable solution.
