Archivist Faults I.R.S. for Not Reporting Loss of Emails - NYTimes.com

Mr. Ferriero appeared voluntarily before the House Oversight Committee on
Tuesday to address whether the I.R.S. followed proper record-keeping
procedures. His conclusion was that the agency had not in the instance of
the crashed hard drive.

“Federal agencies are responsible for preventing the unauthorized
disposition of federal records, including their unlawful or accidental
destruction, deletion, alteration or removal from federal custody,” he said.
