Brian Devir, your post is well put, although I'm not sure the situation is as
cut and dry as your wrote. As a Records Manager in the Federal Government I
can attest that RM is a big problem!!!!!!!! I've had managers tell me that
they didn't care if their e-mail was considered a Federal record, they weren't
concerned with it. Unless we hold individuals accountable, the problem will
never be acknowledged or will there be attempts made to properly preserve our
Federal records. As an add on, I'm not sure the CAPSTONE approach will work.
Time will tell. I have 1 year, 5 months, and 29 days until retirement, then
it will be someone else's headache.
