I participated in a conference call last week with NARA representatives and
they are in the process of determining their requirements and architecture
to meet the Presidential Records Management Directive to manage all email
records electronically by 2016, and all permanent records electronically by
2018. 

NARA has stated clearly that DoD 5015.2 is NOT a required standard for
proposed solutions going forward. They say they aren't "dropping" the DoD
standard, but opening up the field to alternative approaches. 

If you compare 5015.2 to Europe's MoReq2010, you will find there are stark
differences. As opposed to a central records repository, MoReq 2010 allows
for the management of records in place; also, aggregations of versions of
records can comprise the record; and also their standard accommodates/makes
allowances for vertical market applications such as finance, healthcare,
defense and so forth. We all know that, for instance, medical records have
very different characteristics than military records.

Although adoption has been slow, the Europeans are way ahead in the design
of their  new standard, and DoD 5015.2 is sorely in need of an overhaul.
