Caveats: NONE

To my knowledge DOD 5015.2 was never a requirement for most of the Federal 
Government, but it was strongly recommended.  For the DOD, it was, and as far 
as I know, it still is a requirement.  I'm not saying that all the DOD adheres 
to the requirement, but I do believe it is still there.
