Yes, they did state that in some parts or the government they do, in fact,
print out email messages and manage the paper. Unreal! 

The biggest problem is there is no uniform email/content archiving solution
in place which could drastically reduce disk storage needs while providing
indexing and searching capabilities which are essential for FOIA requests
and e-discovery readiness.
