Seriously?  To achieve the stated goals, it takes MUCH MORE than the
hypothetical 'Village"... it takes serious funding and staffing, and it
requires specified guidance for effective capture of content during the
conversion process.

We've already missed out on the FY15 budgeting process, and Agencies are
behind the bubble on even SCOPING THE EFFORT.

Let's be realistic everyone, this elephant, like most others, must be eaten
ONE BITE AT A TIME.  I encourage others with experience in conversion and
capture projects to weigh in and provide comments explaining the nature of
this type of an effort.  KEEP IN MIND, the records being converted here are
FEDERAL RECORDS... they BELONG TO ALL OF US who are Citizens of the US.
