It was a sound idea with noble intentions: Craft legislation to identify
official government records and documents available on demand to the public.
The legislation, it was believed, would remove the ambiguities and
eliminate loopholes that permitted differing interpretations of what
constituted a public record.
An advisory panel would be appointed to serve as arbiter of any disputes,
and its decisions could be challenged in court.
Thus, more than a decade ago, to great applause, was born the Open Public
Records Act, universally known as OPRA.
