As 'reasoned' as this may sound, it's kinda like Apple saying "it wasn't
our fault" when all of those photos from iCloud were compromised.

Google sez:

"Google encourages people to chill out about the leak. “We’re always
monitoring for these dumps so we can respond quickly to protect our users,”
says Google’s security team in a blog post
<http://googleonlinesecurity.blogspot.com.es/2014/09/cleaning-up-after-password-dumps.html>
about the leak. “We found that less than 2% of the username and password
combinations might have worked, and our automated anti-hijacking systems
<http://googleblog.blogspot.com/2013/02/an-update-on-our-war-against-account.html>
would
have blocked many of those login attempts. We’ve protected the affected
accounts and have required those users to reset their passwords.”

So chill out, y'all they're looking to see if people are doing things AFTER
THE LEAKS OCCUR... instead of protecting these sources in the first place
SO THEY DON'T OCCUR.

I'm sure this type of response makes all of those with commercial Google
Apps accounts feel real comfortable.
