I voiced my frustration with this as well to the representatives at the regional leadership conference.   I have always thought that the greatest value received from the ARMA conference is the networking opportunities, many of which are spurred over a drink at one of these functions.  I fear with the way things are laid out now that many "cliques" will go off on their own adventures and the conference will lose a lot of that cross-sectional conversation that has really made it worthwhile.
