One needs to review the outcome of the contract that was signed by BART. http://www.sfgate.com/bayarea/article/BART-unions-clash-again-over-contract-error-4987159.php
Personally I am in the first camp as convenience copies can come back to bite you, more that has to be managed and creates additional review during discovery.  With that said I have talked to a number of lawyers that fall on both sides with the preponderance in the second camp.   One would think we have this sorted out by now.
