Adrián Alcalá will present a brief overview of Mexico's experience with the
implementation of the Federal Access to Information Law, including IFAI's
work. He will also discuss the latest key developments, in particular, the
constitutional amendment which expands and strengthens the ATI regime in
Mexico by providing a broader mandate to IFAI, as well as share the efforts
undertaken for setting a National Transparency System.
Adrián Alcalá Méndez earned a Licenciatura in Law from the Autonomous
University of Baja California (BC). In June 2011, he was appointed as
commissioner of the BC state's Institute for Transparency and Access to
Information (ITAIPBC) by its XX Legislature until 2015, where he became its
first Commissioner President. From January 2013 to April 2014, he also
served as Coordinator for the Northen Region Caucus of the Mexican
Conference for Access to Information (COMAIP).
