Years ago I worked for a county clerk who insisted on maintaining the
cassette recordings years after the Commissioner’s Court minutes had
been transcribed and approved.  His reasoning was that the recordings
contained the back and forth discussions between commissioners and
speakers whereas the transcribed minutes only captured an abridged
version.  If he had a beef with a particular commissioner (one in
particular) or other county officials he would listen to a number of
cassettes, identify inconsistencies in their arguments and at the next
meeting bring these up.  He was one of the most paranoid politicians I
have ever come across.
