Federal report blames record administrator for prison release errors :

Inadequate management, poor communication and improperly trained staff --
especially by prison Records Administrator Kyle Poppert -- were to blame
for miscalculations of sentences and the premature release of inmates,
a U.S. Department of Justice review concluded.
A failure to seek clarification of a Nebraska Supreme Court decision that
explained how sentences with mandatory minimums should be calculated was
due to Poppert's lack of understanding, said Glenn Jackson, a National
Institute of Corrections technical assistant who conducted the review.
