Dear All, This weekıs Open Discussion Forum on Transparency and Information
Management will be presented by Prashant Sharma, Open Society Fellow.  His
talk will be on ³Ambiguous Accountability: The In-Between World of
Public-Private Partnerships.²
 
Abstract: In a context where the state is no longer the primary provider of
public goods and services, how and to what extent can public transparency
and social accountability norms be extended to non-state actors that perform
essential public functions? With this as the overarching question, this
discussion will focus specifically on hybrid entities such as public-private
partnerships, which are not owned or managed exclusively by either the state
or a private company, yet are increasingly being used to deliver public
goods and services throughout the world.
 
Bio: Prashant Sharma is an Open Society Fellow and is author of the recently
published book Democracy and Transparency in the Indian State: The Making of
the Right to Information Act. He is currently working on a research project
that investigates the accountability question related to public-private
partnerships involved in developing social infrastructure in the BRICS
countries, with a focus on India. He is also a Visiting Fellow at the United
Nations Research Institute for Social Development (UNRISD), Geneva, and
Research Associate at the Swiss Graduate School of Public Administration
(IDHEAP), University of Lausanne. He holds a PhD from the London School of
Economics and Political Science (LSE) and also has degrees from the School
of Oriental and African Studies (SOAS), University of London, Jamia Millia
Islamia University, New Delhi, and St. Stephenıs College, University of
Delhi. Previously, he has worked with the International Centre for
Integrated Mountain Development (ICIMOD), Nepal, the World Bank, the BBC
World Service Trust, the London School of Economics, and the University of
Delhi amongst others.
